Salary Range
Salary is commensurate with the background and experience of the individual

Position
Description
The Director of University Housing Finance and Business Operations provides
specialized fiscally administrative functions in dealing with a variety of highly
complicated, sensitive and confidential matters. Is responsible for applying
financial administrative policies and procedures in performing numerous duties
of considerable scope and complexity. This position develops, manages, directs,
provides vision and guidance, and sets and monitors organizational goals for
all business functions and resource management in support of the University
Housing Department necessary for the development, planning, completion, budget,
cost collection, and cost analysis of the on-campus housing programs and projects.
The incumbent is a member of the Housing Core Management Team and serves as
the key budget manager in support of planning.
In collaboration with University Housing unit directors, assesses and develops recommendations for the impact of planning and substantive changes in programs, budgets, and personnel in particular regard to the growth of University Housing. Has full responsibility for reviewing expenditures, evaluating and adjusting procedures, goals and strategies. Manages and coordinates the overall administration of the budget and allocation process for University Housing; resource planning; analysis of personnel policies and staff resource specialist regarding budgetary personnel actions for approximately 140 staff members; oversight of University Housing business contracts and procurement of services and materials with procurement of commodities in excess of $5 million dollars; and coordination, implementation and evaluation of special projects. Additional responsibilities may include representing University Housing on CSU system-wide and University-wide standing committee assignments and projects.
Minimum
Qualifications (Staff Only)
Bachelor's degree and five to eight years of progressively responsible professional
experience involving budget, contract administration and personnel management.
Demonstrated success and increased responsibility managing a large complex budget.
Experience to include two years in a supervisory/managerial capacity.
Required
Qualifications / Specialized Skills
Must have working knowledge of the State of California budget structure and
an understanding of the State Budget Act.
Ability to independently develop interpret, communicate and apply applicable
Federal/State statutes or requirements; policies and procedures for the CSU,
the University and University Housing.
Must have the ability to prepare and analyze business plans.
Must have a working knowledge or ability to quickly learn governmental accounting
principles and practices.
Must have a thorough knowledge of generally accepted accounting principles (GAAP),
fund accounting, auditing standards, financial reporting, budgeting processes,
asset management; PC literacy in standard office software applications including
word processing and PowerPoint, with an advanced knowledge of financial spreadsheet
applications.
Ability to establish and maintain highly effective, professional working relationships
with campus and CSU administrators, auxiliaries, faculty, staff, students, suppliers,
contractors, and members of the general public. Exhibit high standards of conduct
and confidentiality dealing with various internal and external constituencies.
Must possess superior analytical, reasoning and mathematical skills with an
attention to detail.
Demonstrated sound judgment, discretion, tact, and a willingness to take initiative.
Demonstrated ability to meet deadlines with a finished and effective product.
Ability to adapt to and work effectively in a fast paced and multi-priority
driven environment.
Ability to act promptly to resolve actual and potential problems from a broad
perspective and discern underlying causes of the problem and take corrective
action as necessary.
Outstanding supervision / leadership skills and ability to apply modern management/administrative
techniques to coordinate and manage staff.
Make independent decisions when advising managers and employees.
Demonstrated ability to effectively and professionally communicate, both orally
(in person and over the phone) and in writing (memos, letters, e-mail, presentations,
contracts, etc.) and maintain high professional standards and an excellent customer
service orientation.
Ability to independently develop, analyze, interpret, and monitor contracts
and specification bid proposals.
Working knowledge of technical contract specification preparation and interpretation.
Must successfully pass a pre-employment background fingerprint check.
Preferred
Qualifications / Skills
Thorough knowledge of CMS/Peoplesoft and BOE Corporation environments, and Cal
Poly, Corporation and CSU fiscal regulations and procedures (preferred).

Conditions (Staff)
The individual appointed to this position will be asked to file a Statement
of Economic Interests and to participate in ethics training in accord with the
Political Reform Act, Government Code Sections 81000, et eq.
This position classification has been defined as "Exempt" and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
Must successfully pass a pre-employment background fingerprint check.
Must be able to work with a diverse staff, varied working styles and personalities.
Retired
CalPERS members selected for this vacancy must request and be approved for reinstatement
from retirement prior to the start date. Employment of retired CalPERS members
will typically be for 90 days or less and must be for work requiring specialized
skills or for a bona fide emergency to prevent stoppage of business.
